Card-to-Card Transfers — NEW FEES

New service fees have been set for card-to-card transfers in Azerbaijan. Depending on the transaction amount, the fee will range from 3 qapiks to 4 manats.
According to AZE Finance, the new fees are included in the payment system tariffs approved by Decision No. 39/5 of the Board of the Central Bank of Azerbaijan (CBA), dated September 15, 2026.
Under the decision, fees for processing card-to-card transfers and transfers to cards through the Interbank Card Center (ICC) have been set according to the amount transferred.
New tariffs for transfers in manats
The following service fees will apply to transactions conducted in the national currency:
- Transfers of up to 100 manats — 3 qapiks;
- From 100.01 to 1,000 manats — 10 qapiks;
- From 1,000.01 to 10,000 manats — 50 qapiks;
- From 10,000.01 to 40,000 manats — 2 manats;
- Transfers exceeding 40,000 manats — 4 manats.
Tariffs also set for transfers in US dollars and euros
Fees have also been approved for card-to-card transfers and transfers to cards processed through the ICC in US dollars and euros, based on transaction amount ranges.
Accordingly, the fee will be 0.03 for transactions of up to 100 units, 0.10 for transactions of up to 1,000 units, 0.50 for transactions of up to 10,000 units, 2 for transactions of up to 40,000 units, and 4 US dollars or euros for larger amounts.
Fees set in foreign currencies will be converted into manats using the Central Bank's official exchange rate applicable on the transaction date.
Who will pay the new service fees?
According to the document approved by the Central Bank, the acquiring bank will pay the service fees for processing card-to-card transfers and transfers to cards, with the funds going to the Central Bank.
Therefore, these amounts should not be interpreted as commissions that banks will directly charge individuals. The commissions banks apply to customer card-to-card transfers depend on each bank's separate tariff policy.
When will the new tariffs take effect?
According to the Central Bank, the new service tariffs for payment systems will take effect on April 1, 2027.
The new tariff policy aims to optimize payment system service fees, promote the development of innovative payment solutions, and improve access to payment services.
