The state standard for electronic cigarettes has been abolished
The state standard AZS 941:2023 “Electronic cigarette products. General technical requirements,” developed by the Azerbaijan Standardization Institute (AZSTAND) under the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, has been abolished.
In accordance with the implementation of Law No. 338-VIIQD dated December 30, 2025, introducing amendments to the Tax Code of the Republic of Azerbaijan, as well as the laws “On Tobacco and Tobacco Products,” “On Advertising,” and “On Restriction of the Use of Tobacco Products,” the import, export, production, storage, wholesale and retail sale, and use of electronic cigarettes and their components have been prohibited as of April 1, 2026.
In this regard, the abolition of the state standard AZS 941:2023 “Electronic cigarette products. General technical requirements” was discussed at the Technical Committee for Standardization (AZSTAND/TK 27), established on the basis of the Scientific Research Institute of Crop Production under the Ministry of Agriculture of the Republic of Azerbaijan. As a result, the said standard was removed by AZSTAND from the State Register of normative documents on standardization and the State Fund of normative documents on standardization.
