Sick leave certificates will not be issued on paper; information will be available through the EMAS subsystem

As an innovative reform introduced under the relevant Decision of the Cabinet of Ministers, starting from May 1 of this year, “Sick Leave Certificates for the Insured” will be issued in electronic form through the Ministry of Health’s “Unified Health Information System” in medical institutions operating under the Ministry of Health and the Administration of the Regional Medical Divisions (TABIB).
These electronic documents will then be verified with an e-signature by the medical institutions and sent electronically to the employer and to the State Social Protection Fund (SSPF) under the Ministry of Labour and Social Protection of the Population.
These e-documents will serve as the basis for the SSPF to assign benefits for temporary loss of working capacity, as well as maternity and childbirth.
For this purpose, the Ministry of Health, in cooperation with the Ministry of Labour and Social Protection of the Population, has integrated the data on electronic sick leave certificates into a unified e-registry.
As a result, employers will be able to easily and conveniently access these e-certificates through the relevant information system of the Ministry of Labour and Social Protection, and healthcare professionals will be able to access them via the “e-Health” portal and mobile application.
The transition to the “e-certificate” system will eliminate the burden of storing and processing paper documents, minimize time loss, and improve the efficiency, quality, and transparency of services.
