The procedure for granting preferential pensions has been approved

It has been determined which periods of service will be counted on preferential terms for granting age-based retirement pensions to military personnel and individuals with special ranks.
The severance pay for discharged military personnel has been changed. In this regard, the Cabinet of Ministers amended the “Rules on the Calculation of Allowances, Military Service Duration, and Submission of Information on Allowances.”
According to the decision, the following periods of service will be counted on preferential terms for granting age-based pensions to military and special-rank personnel:
One month of service will count as two months in the following cases:
Continuous hospitalization due to injuries, trauma, concussion, or illness incurred during combat operations;
Service in high mountain areas at an altitude of 2,500 meters or higher above sea level;
Flight service in jet, turboprop, and turboshaft aircraft under conditions established by the Ministry of Defense and the State Border Service;
Service in underwater or high-pressure barochamber conditions on diving duties, as determined by the Ministry of Defense, Ministry of Internal Affairs, and State Border Service.
One month of service will count as one and a half months in the following cases:
Service in positions approved by the Cabinet of Ministers based on recommendations from heads of relevant state authorities;
Service in regions with particularly harsh climatic conditions;
Service in special units and other military formations (or structural divisions) of the Ministry of Defense, Ministry of Internal Affairs, Ministry of Justice, State Security Service, Foreign Intelligence Service, State Border Service, and State Agency for the Protection of Strategic Objects, according to the positions and conditions determined by these authorities;
Service in all positions related to parachute jumps;
Service on submarines, underwater vehicles, or mine-sweeping vessels during operational periods;
Flight service in piston-engine aircraft and helicopters;
Service on border ships and boats directly protecting, defending, and maintaining the inviolability of the state border;
Service in main units of border protection authorities directly implementing border security and defense (border posts, border command, border control units/checkpoints, border vessels/boats, radio-technical posts, coastal control units/checkpoints, border aircraft) and in units equivalent to them on the state border (combat posts, technical control posts, monitoring radio stations);
Service in all diving positions (except for divers specified in subparagraph 2-2.1.4 of the Rules);
Service in high mountain areas at altitudes between 1,000 and 2,500 meters above sea level;
Service performed during states of emergency to maintain public order and state security during mass public disturbances.
For personnel participating in combat operations under wartime conditions, one day of service is counted as two days (for the periods from January 1, 1992, to September 13, 2004, as well as for time spent in medical facilities due to wounds, concussions, or illnesses incurred during these periods, one day of service is counted as three days). Counting one service day as two is implemented based on the decision of the Ministry of Defense of the Republic of Azerbaijan and the State Border Service, and the relevant authorities are notified of the adopted decision. The decision must indicate the duration of the combat conditions.
For employees directly serving in correctional facilities, pre-trial detention centers, and medical institutions for persons deprived of liberty, three working days are counted as four, and for personnel serving in medical institutions and correctional facilities (or their units) for inmates with infectious diseases, two working days are counted as three.
Service in units directly involved in counter-terrorism is counted as one day as two days, and participation in counter-terrorism operations is counted as one day as three days. In cases not specified in these Rules, service periods are determined on preferential terms based on separate legal acts. Preferential counting of service in specific positions (or areas) is carried out according to relevant orders. Military personnel and special-rank individuals temporarily performing preferential duties are credited according to the conditions of service in the position performed.
The calculation of service periods of military and special-rank personnel before January 1, 1992, is carried out according to the USSR Law “On Pension Provision for Military Personnel” and the USSR Council of Ministers Resolutions No. 725 of July 24, 1990, and No. 1290 of December 15, 1990.
The calculation of service periods up to January 1, 2026, is carried out according to the Decision No. 631 of the Cabinet of Ministers of the Republic of Azerbaijan dated November 23, 1992.
