The State Will Pay TIR Costs on Behalf of Entrepreneurs — NEW DEVELOPMENT

For the first time, the Azerbaijani government will cover part of the transportation costs incurred by entrepreneurs exporting goods from Azerbaijan.
According to AZE Finance, this measure is предусмотрed by President Ilham Aliyev's Decree of 9 June 2026, titled "On Additional Measures to Promote the Export of Non-Oil and Non-Gas Products and Support Transportation Costs."
Under the Decree, transport cost support will apply exclusively to exports of Azerbaijani-origin non-oil and non-gas products, meaning goods manufactured within Azerbaijan.
The amount of support will be calculated based on two criteria:
the transportation expenses paid by the exporter through non-cash payment methods; and
the customs value of the exported goods, depending on the mode of transport used.
Where transportation is carried out by rail, air, sea, or by road vehicles registered in Azerbaijan, 70% of the non-cash transportation expenses will be taken into account. If transportation is carried out by road vehicles registered in another country, 50% of the transportation expenses will be considered.
In addition, the maximum support amount will be limited to:
15% of the customs value of the goods for road, rail, and air transport; and
5% of the customs value for sea transport.
The exporter will receive the lower amount resulting from these two calculations.
Domestic transport support will also be available for Azerbaijani-origin non-oil and non-gas products manufactured in the Nakhchivan Autonomous Republic and transported by road to other regions of the country.
In such cases, the government will reimburse 70% of the entrepreneur's transportation expenses paid via non-cash methods. Payments will be calculated based on applications submitted by exporters who carried out transportation during the relevant quarter and will be made by the Ministry of Economy.
The support mechanism will apply to transportation carried out from 1 September 2026 through 30 September 2036.
Rules governing the determination of product origin, transactions and persons excluded from support, the list of eligible goods, country groupings, application and review procedures, as well as calculation methods for multimodal transport operations, will be established through separate regulatory acts.
The new support mechanism is expected to help exporters optimize logistics costs, expand access to new international markets, and improve long-term export planning.
As a result, the international competitiveness of Azerbaijani non-oil and non-gas products will increase, contributing to sustainable export growth, greater export diversification, and the further strengthening of Azerbaijan's foreign trade potential.
