How will work standards be regulated for 2024 and December?
How will work standards be regulated for 2024 and December?

As in 2023, this year, changes were made to the working days and monthly working hours of the last month of December in connection with the World Azerbaijanis Solidarity Day and the New Year holiday. The questions received from human resources specialists regarding the production calendar of 2024 and the working hours norm for December were classified into 3 groups.
Question 1. What will be the working days in a five-day work week in December 2024?
The working hours norm and production calendar for 2024 were approved by the decision of the Board of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan dated December 15, 2023, No. 3-17/3-5-42/2023. When the production calendar of 2024 was approved, the number of working days in December was determined as 20 working days. Since the municipal elections were expected to fall on December 23, 2024 in the production calendar, that date was considered a non-working day. However, since the municipal elections were scheduled for January 29, 2025, December 23, 2024 is now considered a working day. In addition, in order to ensure the sequence of working and rest days, by the decision No. 499 of Prime Minister Ali Asadov dated November 28, 2024, the working days of December 30, 2024 and January 3, 2025 were changed to the working days of December 28 and 29, 2024, respectively. As can be seen from the decision, since the working days were changed from January 3, 2025 to December 29, 2024, the number of working days in December increased by 1 day. Thus, although the 2024 production calendar specifies 20 working days for December, in fact, since the number of working days in this month has been increased by 2 working days (December 23 and December 29 (changed on January 3, 2025), the number of monthly working days will be 22.
Question 2. What will be the monthly working time norm in December 2024?
The 2024 production calendar specified the monthly working time norm for December as 159 hours for 20 working days. In the production calendar approved by the state body, in accordance with the first part of Article 108 of the Labor Code, since December 30, 2024 was the working day preceding the non-working holiday (December 31 - World Azerbaijanis Solidarity Day), working hours were shortened by one hour. Due to the determination of the date of municipal elections and the relevant decision of the Cabinet of Ministers, December Considering the changes in the number of working days for 2024, the monthly working time norm for this month will be determined as 176 hours, not 159 hours. Let us also emphasize one issue in particular: since it is not planned to shorten the working time by one hour on December 29, 2024, the last working day of December, the 8-hour norm will be applied on that day. Because December 29, 2024, which is considered a working day after the decision of the Cabinet of Ministers, does not coincide with the day before the holiday.
Question 3. How will the working days be determined for December in a six-day working week?
Due to the lack of municipal elections, considering December 23, 2024 as a working day will ensure an increase in the number of working days for employees in a six-day working week. However, the decision of the Cabinet of Ministers on changing the places of working days and days off is not considered an imperative norm for employers working in a six-day working week. Therefore, no changes are planned for employees who work a six-day workweek. For employees working a six-day workweek, the number of working days in December will be 25 days instead of 24 due to the lack of municipal elections.
