GREAT NEWS! A NEW SECTION on electronic sick leave has been added to the EMAS subsystem

As we have reported, starting from May 1, 2025, sick leave certificates for loss of working capacity have been issued in electronic document format. According to the Resolution No. 9 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 8, 1993, sick leave certificates for insured persons are issued in electronic form by physicians of medical institutions authorized to issue them. Thus, from May 1, 2025, medical institutions are no longer allowed to issue sick leave certificates in paper form. However, in the process of issuing these certificates electronically, certain technical errors were occasionally encountered.
In accordance with legal requirements, employers submit the sick leave data of employees who have temporarily lost their working capacity to the State Social Protection Fund (SSPF) for the purpose of paying benefits. In practice, if a technical error was detected in an electronic sick leave certificate, the SSPF could reject the document. This, in turn, caused delays in the payment of benefits calculated for employees who had temporarily lost their working capacity. Since correcting technical errors in electronic sick leave certificates falls under the authority of the medical institution, not the employer, this situation often led to serious problems in benefit payments.
Under the changes made to the EMAS subsystem, a new sub-section titled “Return of sick leave certificates” has been introduced on the platform:
Once the employer enters this section, they must click the “Return” button located at the end of the sick leave certificate containing the technical error.
After pressing the “Return” button, the employer must select the reason for returning the sick leave certificate and record the relevant notes.
Once the medical institution makes the necessary corrections to the returned sick leave certificate, the electronic document will be updated in the EMAS subsystem. The employer must then send the NEW corrected sick leave certificate, with the technical error resolved, to the SSPF.
