Issuance of a certificate confirming the country of origin of the goods

A certificate confirming the country of origin of goods is a document issued by the competent authority of the exporting country, certifying the country of origin of the goods. The country of origin of goods is determined in order to ensure the application of tariff and non-tariff measures to goods imported into and exported from the customs territory of the Republic of Azerbaijan. Obtaining a certificate of origin allows entrepreneurs, during the export of goods, to benefit from preferences in the importing country, i.e., to pay import customs duties under preferential conditions.
According to the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, there are 5 types of certificates of origin in our country:
1. Certificate of origin form CT-1 – issued for goods exported to CIS countries if their origin is Azerbaijan or another CIS country.
2. Certificate of origin of the general form – issued when goods are exported to countries with which the Republic of Azerbaijan has no bilateral or multilateral agreements on free or preferential trade.
3. Certificate of origin form A – issued for European countries, as well as the USA, Canada, and New Zealand.
4. Certificate of origin form AZ-TR – issued for the export of certain goods in the prescribed quantity to the Republic of Türkiye in accordance with the “Preferential Trade Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Türkiye.”
5. Certificate of origin form AZ-PK – issued for the export of certain goods to the Islamic Republic of Pakistan in accordance with the “Preferential Trade Agreement between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Pakistan.”
The “Rules on the issuance of a certificate confirming the country of origin of goods” were approved by Decision No. 02 of the Board of the Ministry of Economy of the Republic of Azerbaijan dated April 25, 2012.
According to these Rules, a certificate of origin is issued to legal and natural persons (applicants) on the basis of their application to the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan. The following documents must be attached to the application:
a copy of the state registration certificate and an extract from the state register of legal entities (if the applicant is a legal entity);
a copy of the taxpayer registration certificate (if the applicant is a natural person engaged in entrepreneurial activity without establishing a legal entity);
a copy of the contract between the applicant and the buyer (if available);
a copy of the invoice;
a copy of the contract or other confirming documents certifying the acquisition of raw materials, semi-finished products, or other materials used in the production of the exported goods;
if the raw materials, semi-finished products, or other materials used in the production of the exported goods are of foreign origin, a document (calculation) confirming that as a result of processing, at least one of the first four digits of the code in the Foreign Economic Activity Commodity Nomenclature (FEACN) has changed, or, in cases where the ad valorem share rule is applied, that the value of the used materials has reached the percentage threshold of the price of the exported goods.
The Service reviews the application and the attached documents. If the submitted documents contain false or distorted information, the application is rejected. In case of refusal to issue a certificate of origin, the applicant is provided with a written justification. If there are no grounds for refusal, a decision is made to issue the certificate of origin.
If deficiencies that can be eliminated and are not grounds for refusal are found in the application and attached documents, the applicant is notified in writing within 1 day. After eliminating the deficiencies, the applicant may reapply.
If no deficiencies are found, the documents are submitted within 1 day to the Consumer Goods Expertise Center LLC under the State Service for Antimonopoly and Consumer Market Control to conduct an expert examination to determine the country of origin of the goods. Based on the submitted documents and the contract with the applicant, the expert of the Center determines the country of origin of the goods in accordance with the procedure.
During the expert examination, the existence of the batch of exported goods, whether the technological production stages have been followed, and the availability of equipment and conditions for production are also checked. One copy of the examination act remains at the Expertise Center, one copy is given to the applicant, and another is submitted to the Service. Based on the results of the examination, the Service makes a decision regarding the applicant’s request. If there are no grounds for refusal, a decision is made to issue the certificate of origin. After that, the applicant pays the state fee.
According to Article 30-1 of the Law of the Republic of Azerbaijan “On State Fees,” the state fee for issuing a certificate of origin is set at 30 AZN. Certificates of origin are issued to entrepreneurs at the Baku branch of the Service and in regional departments No. 2, 3, 6, 11, 12, and 13.
The validity period of the certificate of origin is 1 year from the date of issuance.
In order to fully digitize the process of issuing certificates of origin, the State Service has developed a “Certificate of Origin” sub-module, which has been integrated into the Quality Information System.
Through the Quality Information System, exporters are provided with the following opportunities:
creating a personal account using an electronic signature or Asan İmza;
obtaining accurate information in real time about the status of their applications;
concluding contracts for conducting examinations to determine the country of origin and paying service fees electronically;
paying state fees electronically;
obtaining statistical information on certificates of origin for a specified period;
generating certificates of origin electronically based on the data provided;
promptly and conveniently obtaining certificates of origin, etc.
At present, applications for obtaining certificates of origin are accepted in hybrid form — both through the official website of the Ministry of Economy of the Republic of Azerbaijan and through the Quality Information System.
For reference: in the first half of 2025, a total of 46,119 certificates of origin were issued to entrepreneurs by the Baku and regional departments of the Service, which represents a 21.5% increase compared to the same period of the previous year.
Among the exported goods for which certificates of origin were issued, fruits and vegetables, construction materials, oil and petroleum products dominate. The leading importing countries include the Russian Federation, Ukraine, Georgia, Türkiye, Uzbekistan, and Kazakhstan.
