How can part of the VAT be refunded when buying a house?

I have purchased a real estate property. I would like to know where I should apply to receive a refund of part of the VAT.
According to the State Tax Service under the Ministry of Economy, by the Decree of the President of the Republic of Azerbaijan dated May 25, 2022, the “Conditions and Procedure for the Refund of Value Added Tax Paid for Residential and Non-Residential Premises Purchased by Individual Consumers from Persons Engaged in Building Construction Activities in the Territory of the Republic of Azerbaijan through Non-Cash Payments” were approved.
According to the rules, buyers who have fully completed the payment must submit the documents specified in the rules to the tax authority where the seller is registered within 90 days after the payment is fully completed. They must also provide documents confirming that the payment for the residential and non-residential premises was transferred by the buyer to the seller’s bank account via non-cash payment.
It was also noted that, in order to inform citizens, a special section has been created on the official website of the State Tax Service regarding the refund of part of the VAT paid for residential and non-residential premises purchased through non-cash payments. This section includes legislation and regulatory documents, video tutorials on submitting an electronic application for VAT refunds, information forms for each building regarding the sale of residential and non-residential premises, and guidelines for preparing and submitting electronic invoices for VAT refunds.
Legal basis: Article 165.6 of the Tax Code and the “Conditions and Procedure for the Refund of VAT Paid for Residential and Non-Residential Premises Purchased by Individual Consumers through Non-Cash Payments from Persons Engaged in Building Construction Activities in the Territory of the Republic of Azerbaijan”.
