Starting today, sick leave certificates will be issued only in electronic format

As previously reported, starting from May 1, 2025, sick leave certificates due to loss of working capacity will be issued exclusively in electronic form.
According to Resolution No. 9 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 8, 1993, sick leave certificates for insured persons must be issued in electronic format by physicians of medical institutions authorized to do so.
An interesting question arises: how will the payroll calculation for electronically prepared sick leave certificates be carried out?
Medical institutions will confirm the sick leave certificates using an electronic signature and send them electronically to the employer and to the State Social Protection Fund (SSPF) under the Ministry of Labor and Social Protection of the Population. This electronic document will serve as the basis for SSPF to assign benefits for temporary incapacity for work, pregnancy, and childbirth.
When a medical institution issues a sick leave certificate for an employee, it will be recorded as a notification in the "Sick Leave Registry" section of the EMAS subsystem. Once the duration of the sick leave ends, this information will be displayed not as a notification but as part of the general sick leave data.
It should be noted that after May 1, 2025, employers will no longer be allowed to upload paper-based sick leave forms when preparing payrolls related to an employee's temporary incapacity. When the employer includes the employee's FIN (personal identification number) in the payroll submitted to SSPF, the information related to the sick leave certificate will be automatically reflected in the report.
Another important point is that authorized doctors must obtain access to the VSIS system and possess a legal "Sima" electronic signature in order to issue electronic sick leave certificates.
As of May 1, 2025, sick leave certificates prepared on paper by medical institutions will be considered invalid and will not be accepted by the SSPF.
