What are the advantages of the new reform in the field of social insurance–based benefits?

Under the new Resolution of the Cabinet of Ministers, a reform has been implemented in the field of social insurance–based benefits, providing for the automation of the assignment of these benefits, as well as a number of citizen-oriented and humanitarian changes in their assignment process.
This was reported by the Ministry of Labor and Social Protection of the Population.
It is stated that as of May 1 of this year, the following four types of social insurance–based benefits will be assigned in an automated and proactive manner:
- temporary disability benefit;
- maternity (pregnancy and childbirth) benefit;
- child care benefit for children up to 3 years of age;
- one-time funeral benefit.
As a result, there will be no need for employees to apply for these benefits or to collect and submit various documents, and a number of additional obligations of employers (establishing commissions, preparing protocols, calculation sheets, and other documents, and submitting them) will be eliminated.
For example, while the procedure for assigning the child care benefit for children under 3 currently consists of four stages (the employee submitting the child’s birth certificate to the employer, the commission making a decision, the employer submitting documents to the State Social Protection Fund, and the Fund paying the benefit), as of May 1 this procedure will be completed in only one stage — the assignment of the benefit based on data available in electronic systems.
These proactive assignment mechanisms will make the payment process of social insurance–based benefits more flexible and transparent and will enable benefits that currently require a certain amount of time to obtain to be paid within a shorter period.
As a result of the new reform, it is also envisaged that:
while the temporary disability benefit is currently paid at 60%, 80%, or 100% depending on the insured person’s length of service, it will henceforth be paid at 100% to every employee regardless of length of service;
while the temporary disability benefit is currently paid for 6 months to persons with disabilities and for 12 months to other persons, it will now be paid for up to 12 months to all employees;
whereas double benefits for child care were previously paid only for children of persons with disabilities related to the Chernobyl accident, double benefits will now be provided for the care of all children with disabilities;
the employer’s obligation to calculate the amount of temporary disability and maternity benefits will also be abolished, and such calculations will be carried out by the insurer (the State Social Protection Fund).
